The sentiment is fairly close, though Kent may have been misquoted or just uncareful with his choice of words.  CMMI dictates *goals* and infers that they include engineering and process quality metrics and improvement.  CMMI doesn&#8217;t actually dictate any metrics or that any specific thing improve.
